Founded in July 1997, Shanghai International Exchange
Center for Social Welfare is subordinated to Shanghai
Civil Affairs Bureau, a functional bureau that is in charge
of social administrative affairs in Shanghai. The Center
specializes in international exchange on the development
of social security, grass-root admin -istrative bodies,
community service and social admi -nistrative affairs.
Detailed items are: social relief, social welfare undertakings,
"two supports" and prefer -ential treatment,
placement of ex-servicemen, elderly care, social welfare
premium subscription, charity un -dertakings, grass-roots
administrative bodies & commu -nity service, settlement
of borderlines & division of administrative areas,
administration of NGOs, admini -stration of civilian-run
non-enterprises, funeral-inter -ment management &
service, marriage and adoption regis -tration. In principle
of providing related government -departments with advanced
international experiences, the Center conducts communications
and exchanges with foreign counterparts. |
